Public secondary schools have until Friday, July 24, to submit learner enrolment data to the Ministry of Education (MoE) to facilitate the disbursement of capitation funds.
The ministry warned that principals who fail to meet the deadline could jeopardise funding for their schools, potentially affecting learners for the rest of the year.
Speaking on Monday, July 20, Director of Field Coordination and Co-curricular Activities Nelson Sifuna said the ministry had so far received enrolment records for 2.6 million learners, well below the projected 3.2 million.
“We are giving timelines so that they go and ensure that all the children have been enrolled in KEMIS and where there are challenges, we come in to assist,” he said.
Speaking during a sensitisation forum on assistive devices at the Kenya Institute of Special Education (KISE) in Nairobi, Sifuna said the learner enrolment data would play a key role in determining capitation allocations while also informing planning and resource distribution for learners in primary and junior schools.
“Any projections that we do will be based on the data that is in KEMIS. We want them to accelerate to ensure all the learners are captured,” he said.
The government has this year released Ksh67.6 billion in capitation to public schools in two tranches. The National Treasury first disbursed KSh44.2 billion in January ahead of the reopening of the first term, followed by a further KSh23.4 billion on April 22 for the second term.
The timely releases marked the first time in several years that schools received capitation funds according to schedule. The allocation was meant to support Free Primary Education, Junior School and Senior School programmes in public institutions across the country.
